A reinsurer seeking accredited, certified, trusted alien or reciprocal jurisdiction reinsurer status in the State of Washington must submit an application, required supporting documentation and a registration fee, as set forth below.

Application process for accredited reinsurers

Accredited reinsurers must follow these instructions to apply in Washington State:

  1. Complete the Washington Accredited Reinsurers Application Checklist (PDF, 576.91 KB).
  2. Complete the form AR-1 – Washington (PDF, 1.45 MB).
  3. Send your completed forms to the Company Supervision Division at the Office of the Insurance Commissioner. Please select “Company Applications” as the category when sending your message.
  4. Pay the appropriate fee. The amount is the same fee charged by the applicant’s state of domicile (reimbursement provision) for this type of filing. Please make payments payable to the “Office of the Commissioner of Insurance.” Mail your payment to:

Certified reinsurers application process

Certified reinsurers must follow these instructions to apply in Washington State:

  1. Complete the Uniform Application Checklist for Certified Reinsurers (PDF, 2.80 MB).
  2. Complete the form CR-1 – Washington (PDF, 1.47 MB).
  3. Applicants domiciled outside the US file Form CR-F for property and casualty insurers (content.naic.org) and Form CR-S for life and health insurers (content.naic.org). Please refer to the instructions for completing Form CR-F (content.naic.org) and instructions for completing Form CR-S (content.naic.org).
  4. Send your completed forms to the Company Supervision Division at the Office of the Insurance Commissioner. Please select “Company Applications” as the category when sending your message.

Trusted foreign reinsurers must follow these instructions to apply in Washington State:

Washington laws regarding bona fide foreign reinsurers

Application process of reciprocal jurisdiction reinsurers

Reciprocal jurisdiction reinsurers must follow these instructions to apply in Washington State:

  1. Complete the Uniform Checklist for Reciprocal Jurisdiction Reinsurers (PDF, 310.11 KB). Reinsurers seeking a passport state (Washington State) and certification application through the NAIC Mutual Recognition of Jurisdictions (E) Working Group must submit and complete Section 1 of the Uniform Checklist for Reciprocal Jurisdiction Reinsurers. All other reinsurers who have completed the NAIC passport process must submit and complete Section 2 of the Uniform Checklist for Reciprocal Jurisdiction Reinsurers.
  2. Complete the Form RJ-1, Certificate of Reinsurer Domiciled in Reciprocal Jurisdiction (PDF, 1.40 MB).
  3. Send your completed forms to the Company Supervision Division at the Office of the Insurance Commissioner. Please select “Company Applications” as the category when sending your message.

Additional Information Regarding Reciprocal Jurisdiction Reinsurers

Renewal application requirements for maintaining your reinsurer status

Accredited reinsurers, certificated reinsurers, trusted foreign reinsurers and reciprocal jurisdiction reinsurers must follow the corresponding instructions to maintain reinsurer status in the State of Washington.

Accredited reinsurers

Applicants who have initially submitted for accreditation reinsurer recognition in the State of Washington must annually submit a completed complete application checklist for accredited or accredited foreign reinsurers. All necessary exhibits must be received by the Office of the Insurance Commissioner no later than the anniversary of the initial filing.

Certified Reinsurers

Based on section WAC 284-13-539 (leg.wa.gov), a reinsurer must meet applicable information filing requirements annually to maintain certified reinsurer status.

Applicants who initially applied for certified passport status must submit a completed Uniform Application Checklist for Certified Reinsurers annually. All necessary exhibits and fees must be received by the OIC no later than July 1st.

Applicants who initially submitted for NAIC certification, to be reviewed by ReFAWG, with Washington State as the port of entry, must submit a completed Uniform Application Checklist for Certified Reinsurers annually. All necessary exhibits must be received by the OIC no later than 15 months from the date of the initial filing.

Trusted Foreign Reinsurers

Applicants who initially applied in Washington State for recognition of a reputable foreign reinsurer must submit a completed complete application checklist for reputable foreign reinsurers annually. All necessary exhibits must be received by the Office of the Insurance Commissioner no later than the anniversary of the initial filing.

Reciprocal jurisdiction reinsurers

Applicants who have obtained reciprocal jurisdiction reinsurer recognition in Washington State must annually submit all necessary renewal application documentation 90 days prior to the existing registration expiration date. Renewal fees are paid by completing the premium tax report due on March 1 of each year.
